  1. In order to thrive and grow, Berlin will need to attract people who will want to live and work and set up their businesses in the city. If this is going to happen, it needs to be recognized that the best place for industry is not in the downtown area, but in the outskirts of the city. In any healthy, thriving community their industry is located away from their downtown section, not in the middle of it.

Right now there exists a wonderful opportunity to develop a model community in the middle of Berlin. There is a great potential to turn the 120 acres that makes up the old pulp mill site into prime river front property. This would be the time to change the zoning of that property from an industrial zone to a residential and commercial zone. Once the site has been leveled and cleaned up from any environmental hazards that may exist, that property would be a real jewel for the city of Berlin.

In the middle of Berlin would you rather see a huge industrial building with a 200 foot tall smokestack or would you prefer to see a residential section with maybe a community college or perhaps a mini-mall with a couple of restaurants located next to a beautiful river. What would a first time visitor find more attractive? Those are the questions that the people of Berlin need to ask themselves. If Berlin is to end a trend of steady decay, now is the time to make it happen.
